Hikvision Operations in Canada

UPDATE July 7th:

Hikvision Canada has resumed operations in Canada.

Hikvision Canada has reviewed the Canadian Government’s recent decision ordering the company to cease operations in Canada, citing national security concerns. In response, Hikvision has filed a Notice of Application seeking a judicial review of the decision, stating that it intends to vigorously challenge the Order and defend its position.

As part of this legal process, Hikvision has requested a stay of the Order until the judicial review is resolved. Following an agreement with the Attorney General of Canada, Hikvision Canada Inc. has resumed normal operations while the Court considers the motion for a stay.

Hikvision has stated: “Since entering the Canadian market, we follow all applicable laws and regulations, and will continue to defend our position that Hikvision products and technology have not endangered the national security of Canada or any other country in which we operate.”

To be clear, this government action is a ban on Hikvision as a supplier to federal departments and agencies. It does not apply to private individuals, small businesses, or non-governmental organizations using Hikvision systems. Nor does it require the removal or discontinuation of existing Hikvision equipment currently in use across Canada - unless in Government offices.

However, we understand that any government-level action involving national security and surveillance raises serious questions and concerns. We share those concerns and are watching the situation very closely.

It’s unclear what specific concerns sparked Canada’s review of Hikvision. The Investment Canada Act allows the government to probe any foreign investment with potential to harm national security and order any company found posing a risk to the country to depart.
